How large can the files be?

Filedrop uploads in chunks, so the limit is your own hosting, meaning disk space and PHP settings, not an arbitrary plan cap.

Where are the files stored?

On your own Joomla server, or on any FTP, FTPS or SFTP server you own. Nothing passes through a Joomill server.

Do visitors need an account?

No. Anyone who can reach the page can upload, unless you decide to restrict it to logged-in users.
